Design and Construction
The Program Development Division is responsible for the development of projects, from initial scoping through construction.   The Division is responsible for the design of all capital projects undertaken by the Agency with the exception of rail and aviation projects.   Each project within the
Division is assigned a Project Manager who is responsible for maintaining the projects schedule and controlling the projects cost.

Maintenance
The Operations Division has nine maintenance districts (statewide) and is responsible for maintaining Vermont's highways, railways, airports, and public transit systems.

Vermont Byways & Scenic Roads
Under the state program, a Vermont byway is a highway or other public road that has special scenic, historic, recreational, cultural, archeological, and/or natural qualities, and for which a management plan has been developed at the local level. A Vermont Byway can be designated and managed with a focus on any or all of these six qualities.
