Local Transportation Facilities prepares plans
for bike paths, park and rides, and enhancement projects in the same way as
already described for the other two sections of the Division. In
addition, it also facilitates the preparation of plans for projects assumed by
the towns under cooperative agreements for the advancement of municipal
projects.
The Local Transportation
Facilities (LTF)
Program is responsible for the development of Enhancement Projects, Bicycle and
Pedestrian Facilities, Safe Routes to School Projects, Park-n-Rides, Scenic Byways and "Local" Projects.
The majority of the projects have a high degree of local focus and for the most
part, development and construction is managed by local municipalities.
The Enhancements element
involves financial awards to communities, public agencies and non-profit
organizations to develop projects that meet one or more of the federal
enhancement criteria. The Bicycle and Pedestrian Facilities element's goal
is to provide safe and convenient facilities for those Vermonters who desire
alternative transportation opportunities. The objective of the
Park-n-Rides element is to provide safe and convenient parking facilities to
encourage the consolidation of travelers and the reduction of single occupancy
vehicles on the roads. The Scenic Byways projects are funded through
federal discretionary funds and consist of improvements that are on or adjacent
to designated scenic highways. The "local" projects encompasses the
development of federally funded projects on locally owned facilities (bridges,
roads, intersections, etc.). The goals of the LTF Program are to speed the
delivery of projects and to encourage greater public participation and
acceptance of transportation projects.
The statewide Safe Routes to School program, as required by the recently
passed Federal Transportation Bill - SAFETEA-LU - is intended to benefit
children in primary and middle schools (K-8). Safe
Routes to School (SR2S) is about kids walking and biking to school: regularly,
routinely, and safely. SR2S integrates elements of transportation,
economics, health and physical activity, environmental awareness and safety into

LTF, through the assignment of
technical staff, works with and supports the community in the development of the
project. Guidance in areas of Federal and State regulations,
standards and processes is provided. Projects are selected on the basis of
priority, as defined by the Regional Transportation Planning Initiative and
availability of funding.
