The Federal Highway Administration (FHWA), in cooperation with the Vermont Agency of
Transportation (VTrans) and the Rutland Redevelopment Authority (RRA) have prepared this
Environmental Assessment (EA) for the proposed improvement and reconfiguration of the
Rutland Railyard and related improvements in Rutland, Vermont. Improvement of the Rutland
Railyard would involve reconfiguration of existing track, construction of new track and facilities,
reconfiguration of highway/rail crossings, development of previously undeveloped land, and
some taking and re-development of existing property. Benefits from the proposed project would
include improved railyard capacity, improved railyard safety and reduced highway and
pedestrian crossing impacts, and improved railyard infrastructure and operating efficiency. In
addition, the project has the potential to provide increased economic development by improving
access to the City of Rutland downtown, existing rail customers, and sites for future rail-based
development.
