    • VT Rte 15 Corridor Analysis Study Hardwick to West Danville 1998

      • Study looks at current and projected transportation deficiencies. Recommends improvements and provides a schedule for the improvements. Study completed by North Woods Engineering.

    • VT Rte 105 Corridor Study St Albans Bloomfield 1998

      • Study looks at current and projected transportation deficiencies. Recommends improvements and provides a schedule for the improvements. Study completed by Louis Berger & Associates.

    • VT Rte 15 &14 Access Management Plan Hardwick to Danville 1998

      • Study looks at VT Rte 15 and VT Rte 14 around Hardwick Village to identify problems regarding access and develops solutions. Main focus of study is to maintain roadway capacity. Specific changes to current access points, local zoning and regulatory processes are recommended. Study completed by North Woods Engeneering.

    • VT Rte 58 Access Management Plan Barton to Irasburg 1998

      • Study looks at existing conditions as well as municipal planning and zoning documents to attempt to maintain roadway mobility as well as address specific proble issues. Study completed by North Woods Engeneering.

    • US Rte 2 Corridor Study, St Johnsbury to Guildhall 2000

      • Study compares existing conditions to state standards and identifies problem areas and recommends ways of correcting them. Study was done as part of a tri state application to the National Corridor planning and Development Program as well as the Coordinated Border Infrastructure Program. Study completed by Vanasee, Hangen Burstlin, Inc.

    • US Rte 2 Corridor  Multimodal Access Management Plan 1996

      • Study develops corridor concepts which better balance competing demands for access, necessitated by town centers, and mobility, generated by the increasing inter-regional significance of US Rte 2 for commerce and daily commuting. Study completed by Louis Berger & Associates.

    • VT Rte 14 & 100 Corridor Study 1997

      • Study looks at both VT Rte 100 & 14, and VT Rte 58 from Irasburg to Lowell and makes recommendations for improvements. Includes an addendum with all technical data used to derive studies findings. Study completed by Resource Systems Group.

    • US 5 Corridor/Access Management Plan 1997

      • Study looks at land use and local planning and zoning documents of municipalities along the corridor and makes specific recommendations to address current and future conflicts. Major focus is on maintaining roadway capacity. Study completed by T.Y. Lin International.

      • This report addresses pedestrian and vehicle safety and recommends different alignments and the preferred alternative.

    • St. Albans Sidewalk Master Plan (2003)

      • Assesses town-wide pedestrian needs and opportunities for the Town of St. Albans.

    • St. Albans Circulation Study (2002)

      • Identifies current and future transportation needs and recommendations for solutions to those needs for St. Albans Town and City.

    • Swanton Circulation Study and Executive Summary (2000)

      • A comprehensive analysis of pedestrian, bicycle, and motor vehicle circulation patterns within the Village to facilitate safer and more efficient circulation patterns.

    • Enosburgh Circulation Study (2000)

      • A comprehensive analysis of pedestrian, bicycle, and motor vehicle circulation patterns with the Village to facilitate safer and more efficient circulation patterns.

    • VT Rte. 105 Corridor Study from St. Albans to Bloomfield (1998)

      • Evaluates existing transportation deficiencies and recommends improvements along the Rte. 105 corridor through Franklin, Orleans and Essex Counties.

    • The VT 78 Access Plan (1998)

      • Access Plan for both sides of VT 78 from the I89 access ramps westerly to the Swanton Village Complex.

    • Final Report of the US 7 Corridor Study (1996)

      • Summarizes existing and future deficiencies and opportunities along this corridor.

    • Transportation Corridor Study: US 2 & VT 78 Alburg and Swanton, Vermont (1995)

      • Determines transportation deficiencies and make recommendations for improvements to this corridor.

    • 2005 Regional Transportation Plan

      • Was updated and adopted in 2005.  It represents a long-range transportation plan to guide transportation decision-making in the region, and serves as the basis for determining future transportation investments.  The RTP is available on the RPC’s website.

    • Regional Bicycling and Walking Plan (1997)

      • A Regional Bicycling and Walking Plan was developed for the RPC by DuBois & King, Inc. in 1997.  It is currently being updated.  The 1997 Plan is currently available on the RPC’s website.

    • Southern Windsor County and Windham Region Public Transit Plan (2001)

      • In 1998 the Southern Windsor County Regional Planning Commission and the Windham Regional Commission began to work together to develop a short-range regional public transportation plan to address issues affecting the bi-region area.  The purpose of this plan is to create an integrated regional public transportation plan that includes all of the public transit providers serving Southern Windsor County/Windham Region.  The Plan is available on the RPC’s website.

    • Vermont Route 103 Corridor Management Study (Final Draft 2005)

      • In 2001, the RPC began a multi-phased effort to develop a corridor management study of VT Route 103 within the Southern Windsor County Region.  Transportation Systems Planning (TSP) prepared this report for the RPC in 2004/5 completing the first phase.  Subsequent phases are currently ongoing and include evaluating the build-out potential along this corridor, public outreach, refining the proposed solutions and implementation schedule.  Copies are available by request. 

    • Annual Traffic Count Program: 2005 Summary (2005)I

      • The RPC performs traffic counts at 19 locations as part of the annual transportation program.  This is the first year to publish a formal report; annual updates will be released every spring.  Copies are available by request.

    • Ski Country Travel Time Model (2004)

      • An outcome of the Ski Country Study was a travel time model developed by RSG, Inc. in 2004.  This model provides a basis to evaluate the traffic impacts of large-scale developments to a highway corridor, extending the scope of a typical level-of-service (LOS)-based traffic impact analysis.  This model allows the RPC and the ski resorts to measure the loss in travel time based on the scope of proposed developments and related mitigation measures.

    • Ski Country Traffic Management Study (2001)

      • The Ski Corridor Traffic Management Study was developed for the RPC, Rutland Regional Planning Commission (RRPC) and Two Rivers-Ottauquechee Regional Commission by Wilber Smith Associates in 2001.  The purpose of the study was to develop a process to measure the potential impacts of ski related traffic at Okemo and Killington resorts.  The information was used for traffic mitigation in the villages of Chester and Ludlow and in the Act 250 review process.  Copies are available by request.

      • The RPC embarked on this study to address land use adjacent to the region’s interchanges and the impact of interchange development on villages and downtowns.  The interchange analysis is intended to serve several functions:  it provides a clear picture of the existing land use patterns and traffic volumes to serve as a benchmark and basis for discussion; it offers recommendations for local municipalities interested in addressing future development at each interchange in the region; and it guides future public investments and facilitates discussion for local and state officials and planners.  The Plan is available on the RPC’s website.

    • Freight Market Analysis of the Green Mountain Railroad Corridor (1999)

      • A Freight Market Analysis of the Green Mountain Railroad Corridor was prepared for the RPC and VTrans by Main Line Management Services and Rail Trac Associates in 1999.  Copies are available by request.

    • Ski Train Report (1998)

      • Okemo Mountain Resort, with assistance from Okemo Mountain Resort and the RPC, contracted with Rail Trac Associates to complete a Passenger Rail Study on the GMR line completed in 1998. The study includes survey results and an engineering study to determine the feasibility of expanding passenger service on the GMR line.  Copies are available by request.

  • Two Rivers Region -- Town List -- Publications

    • Two Rivers-Ottauquechee Regional Commission Regional Plan (2000)

      • Policy statement on growth and development and to give guidance to the municipalities and other political subdivisions in the region and the State of Vermont on appropriate development, improvement and conservation of the region’s physical and human resources.

    • Two Rivers-Ottauquechee Regional Commission Regional Transportation Plan (2000)

      • This Plan sets the direction for future transportation investments and also provides Commission staff, VTrans, the Vermont General Assembly, the region’s municipalities and affected citizens with a clear strategy for meeting the future demands and tasks.

    • VT 30 Traffic Calming Report – September 2002

      • The Route 30 Traffic Calming Project provides an important part of the process leading to the implementation of traffic-calming devices along Route 30.      

    • Southern Windsor County and Windham Region Public Transit Plan – August 2001

      • The purpose of this plan is to create an integrated Regional public transit plan that includes all of the public transit providers serving Southern Windsor County/Windham Region.

    • Brattleboro Regional Growth Center Study – December 1999

      • The Brattleboro Regional Growth Center planning project involved three Phases, which addressed growth center issues, a strategy for economic development, a build-out analysis, land use plan, and transportation plan.  As well as included a detailed planning for Brattleboro’s Downtown, Putney Road, Marlboro Road commercial areas, a summary of transportation planning initiatives, and an implementation plan. 

    • Windham Regional Transportation Plan – September 2006

      • The Windham Regional Transportation Plan calls for transportation systems and programs that serve people's needs, while minimizing negative impacts on communities.  It also calls for a coordinated approach from town, regional, state, and federal stakeholders to address far reaching land use and economic development issues that affect the Region over the long term.  

    • Windham Regional Plan – June 2006

      • The Windham Regional Transportation Plan (WRTP) was developed and included herein by reference. This section builds on the WRTP as well as additional transportation studies completed for the Windham Region.

    • Windham Regional Bike/Pedestrian Plan – 2000

      •  This Plan seeks to better integrate bicycling and walking into the region’s transportation system and to encourage the use of these modes for transportation purposes. 

    • Putney Road Master Plan – 2006

      • The Putney Road Master Plan is intended to create a vision for how the project area can continue to function as a regional center, while creating a form and character that responds to current demographic needs.  The master plan includes a 50-acre, mixed-use center that is pedestrian oriented and provides a rich sense of place. 

    • Windham Regional Bike Suitability Map – 2005

      • This map was created in response to providing the general public information on shoulder widths, traffic volumes and steepness of slopes on state on town highways.

    • Connecticut River Rail with Trail – Feasibility Study - 2001; Newfane Sidewalk Feasibility Study

      • Both of these studies could be very useful for towns that are interested in a incorporating a trail along side an active rail line.  As well as installing a sidewalk in their village.
