Planning and Regional Planning
 

The Systems Planning Unit is responsible for preparing the State Long Range Transportation Business Plan and the State Transportation Improvement Program; strategic, modal and corridor management plans; and for regional planning relationships and activities. The Systems Planning team leader is as follows:

Systems Planning's main responsibility include the following

State Transportation Improvement Program:

The STIP Coordinator is responsible for preparing and amending on an ongoing basis the State Transportation Improvement Program - a staged, multi year plan of transportation projects to be funded by the Federal Highway Administration (FHWA) or Federal Transit Administration (FTA).  The four year plan describes the capital and non-capital projects anticipated to require FHWA and/or FTA funding each year over the period.  An important element of the plan is the Transportation Improvement Program (TIP) prepared by the Chittenden County Metropolitan Planning Organization in consultation with the Agency of Transportation.

Strategic, Modal and Corridor Planning:

This area oversees many internal and external Transportation System studies and plans relating to air, rail, highway, public transportation, bike-pedestrian and freight modes of transportation; corridor management studies; and the Agency's Long Range Transportation Business Plan.  In addition, the planners in this area provide planning support - and technical support and advice - to Agency modal programs and managers, other state agencies, and regional and local planning agencies - including the Chittenden Couty Metropolitan Planning Organization and the ten non-metropolitan regional planning commissions of the state.

Corridor Management Handbook

Regional Planning:

The Agency of Transportation has a consultative planning and public outreach relationship statewide through the Transportation Planning Initiative (TPI).  Regional Transportation Planning Coordinators carry out the Vermont Transportation Planning Initiative (TPI) in working partnership with the ten non-metropolitan Regional Planning Commissions (RPCs) of the state and the Chittenden County Metropolitan Planning Organization (CCMPO).  The Coordinators work with these regional agencies to solicit local input, identify needs, develop regional transportation plans and transportation improvement programs, and otherwise provide planning capacity to the VTrans on an ongoing basis.  In addition, the coordinators play a key role in the Agency's public outreach efforts - working collaboratively with the RPCs and CCMPO, other state agencies, VTrans program managers, and, diverse public and private organizations to inform the public on important transportation issues, programs, projects, planning activities, and otherwise to assure the flow of accurate information affecting and/or involving the public.
