The Policy Analysis Section assists the Secretary's office in developing, analyzing, and promulgating overall transportation policy for Vermont.  It is also responsible for facilitating agency-wide internal strategic planning efforts, environmental policy making and providing background and support for Agency legislative activities.

The policy group also works with new, evolving areas of transportation activity, taking responsibility for these areas until a permanent home is found elsewhere within the VTrans structure. Examples include development of performance measures, cross-border issues.
