Airport Capital Facility Plan March 2000 In 1997 the Vermont Legislature directed the Vermont Agency of Transportation (VAOT) to review its aviation funding policies and procedures, provide direction for public investment in airports, investigate underlying policy assumptions, and to identify steps to move toward a more intentional and targeted approach to improving air facilities.
