Permit Programs and Regulatory Guidance

The VTrans Operations Division Stormwater Compliance Management Program, in managing its environmental regulatory responsibilities, administers and provides guidance and support in the development and implementation of policy, plans, programs, and research to ensure compliance with Federal and State Stormwater and Water Quality Regulatory Programs including: the Federal Clean Water Act, National Pollutant Discharge Elimination System (NPDES) Program, Vermont Water Quality Standards, and the Vermont Agency of Natural Resources (VANR) Stormwater Program Rules and Regulations.

Under NPDES, states were given the authorization by the U.S. Environmental Protection Agency (EPA) to choose whether they would like to be the permitting authority for NPDES regulated activities or if they prefer to relinquish this authority back to the EPA. The State of Vermont chose to accept this authorization, making the State of Vermont Agency of Natural Resources the permitting authority for NPDES activities throughout the State and delegated as such by the EPA.
