Q: How does my firm become prequalified with VTrans?
A: A consultant firm must submit Part II - General Qualifications of the Standard Form 330 (Architect-Engineer Qualifications Form)  along with a letter of Interest to Denise Gumpper,  Chief of Contract Administration, Vermont Agency of Transportation, 1 National Life Drive, Montpelier, VT 05633-5001. VTrans requires the consultant firm to complete Part 2 of the SF330.  The consultant may attach additional information regarding the firm.  Once qualified, the firm will be added to our Qualified Consultant List for a period of two years.

Q: Do I have to be prequalified with VTrans to submit a proposal?
A: No. Each firm must ‘qualify’ for each project by submitting a technical proposal in response to a RFP. Different RFP’s have different requirements.

Q: Do Vermont companies receive any special treatment or advantages?
A: No.

Q: Can I get a copy of the qualified consultant list?
A: An alphabetical list is posted on the web site. It has the consultant’s name, address, phone and categories.

Q: Can I get the qualified consultant list broken down by    category?
A: Only upon request.  Please send request in writing, by fax, email, or phone.  Please include category codes you are requesting.

Q: How long are RFP’s advertised for?
A: It varies depending on the complexity of the project. It could be weeks or months.

Q: Can I find the RFP Packet on-line?
A: Yes.  VTrans is now offering most RFP documents online, via our FTP system.  You must have an FTP account for Contract Administration, and you must request access to the files for the specific RFP you are interested in.

Q: Do I have to wait for an RFP to be advertised to request an FTP account?
A: No, you can request an FTP account at any time by visiting our FTP page and completing the form.

Q: Do I have to use FTP, or can you email the files to me?
A: VTrans will not email the files.  Please use the FTP system.

Q: Can my firm have more than one FTP account?
A: No.  Each firm may have one Contract Administration FTP account.

Q: We have an FTP account and I can not find the files, now what?
A: Having an FTP account will not grant you access to all RFPs.  You must request access to each RFP in order to be allowed access to those files.

Q: Where can I find other Vermont State Bid Opportunities?
A: There are a variety of sources you can look into. The most comprehensive is Vermont Bid Opportunities System, a resource that provides bid opportunities available through Vermont based federal, state, local governments and from private sector purchasing organizations. Also, the Department of Buildings and General Services has an on-line list of bids.

Q: How long after the Consultant Selection Committee meets can we expect an award?
A: It varies based on the complexity of the project being proposed, and a number of other factors. It could be from 1 to 5 weeks, maybe more.

Q: What might hold up the processing of a personal service contract?
A:

The number one delay is a firm’s failure to register with the Vermont Secretary of State. A contract will not be written until the company has received a current/active registration. More information can be found at the Secretary of State's web site.

Q: Who do I contact now that I have a contract with the Agency?
A:

Once there is an executed contract, you should be using the program manager, for the specific contract,  as your contact at VTrans.
