You must have an FTP account for Contract Administration, and you must

It may not be available. If the RFP is limited to
shortlisted firms (selected from the responses submitted to the RFQ) it will not
be available for bidding by any firm who was not shortlisted. |

No, you can request an FTP account at any time by visiting
