What is an Environmental Specialist?

Environmental Specialists work within the VTrans Program Development Division in the Environmental Section. The Specialists serve as the primary contact on environmental matters with all Federal and State resource regulatory agencies.  Their primary responsibilities include coordinating the review and approval of VTrans projects by Federal and State regulatory agencies, documenting environmental impacts in accordance with the National Environmental Policy Act of 1969 (NEPA), obtaining land use permits required by Act 250, managing environmental work and permitting processes performed by multiple consultants, and coordinating various permit compliance requirements during and after project construction. Environmental Specialists work in collaboration with coworkers in the Environmental Section and with VTrans Project Managers to negotiate agreements with the Resource Agencies towards securing required Federal and State Environmental regulatory permits and clearance documents necessary to bring VTrans development projects to the construction phase. 

Working in collaboration with the Resource Specialists (Biologists, Archaeologist, & Historian) in the Section, the Specialists coordinate the resource review process identifying the presence and significance of cultural, biological, and natural resources in the projects "Area of Potential Effect". Impacts to these sensitive resources are quantified and minimized with mitigation of impacts proposed if necessary. Environmental resources involved include, but are not limited to: air quality, noise, wetlands, water quality, rivers & streams, fish & wildlife habitat, threatened & endangered species, and agricultural soils. Cultural resources include archaeological and historic resources.

As time permits, Specialists coordinate and participate in many environmental initiatives including, among others: Wildlife Crossing, Aquatic Organism Passage, Stream Restoration, Watershed Improvement, Stormwater Management, Erosion Prevention & Sediment Control, GIS, and Environmental Streamlining.
