The Disadvantaged
Business Enterprise (DBE) Program at the Vermont Agency of
Transportation encourages and supports the participation of the
companies owned and controlled by
socially and economically disadvantaged
individuals in
transportation contracts.
The program is federally-funded through the Federal Highway Administration
(FHWA) and administered by the Vermont Agency of Transportation (VTrans).
We have the only federally-mandated certification program in the State of
Vermont.
We provide a central
business directory for transportation-related minority and women-owned businesses, provide statewide
certification to eligible businesses, and provide technical assistance and
training on business development and government contracting.
To participate in
federally-funded contracts under the DBE Program, firms must be certified
with VTrans. A DBE is a business which:
- is at least 51
percent owned by one or more
socially and/or economically
disadvantaged individuals, and
- whose management and daily
business operations are controlled by one or more of the socially and/or economically
disadvantaged individuals who own it.
