Introduction

Vermont Agency of Transportation - Multi-Year Transportation Capital Program

The Transportation Capital Program approved by Act 175 of the 2006 Session of the General Assembly continued the changes in program format adopted by the 2005 Legislature. The primary change is in the so-called "front-of-the-book" program. The listing of specific capital investments previously shown for the upcoming five state fiscal years has been reduced to three. Year one reflects estimated FY2007 expenditures, while entries for years two through three are projected expenditures and are for planning purposes only and subject to change.

This year, the program continues the practice of identifying the project or program manager responsible for the project along with their telephone number, and showing the status of federal funds for each phase of the project. If federal funds have been obligated (committed) for any phase of a project it is indicated. If a phase of work has not had federal funds obligated, the federal fiscal year the phase appears on the Statewide Transportation Improvement Program (STIP) for obligation is shown. The years shown are those that appear on the FFY 2006 - 2008 STIP, including amendments. Additional amendments will be made to reflect the program as passed by the legislature.

There are other projects that will incur expenditures during the budget year. These projects have not advanced to the point they are ready to be placed into the front of the book. They are currently under Development and Evaluation and will be added to the front of the book when they are ready. The estimated budget year expenditures for this work is shown under a Statewide project by program funding source.

Prior legislatures have indicated various areas that they wish to have included in this program. Therefore this Transportation Program has evolved to include not only "Capital" projects, but also other projects that are of specific interest.
